I painted the plastic intake parts on Ford Trucks before, sorry for using bad language but the Neon is my first Dodge. Intakes are made from ABS, Rubber, Aluminum or Stainless usually. The ABS intakes are the easiest if you dont have the ribbed tube (The tube with all the ridges in it) Just clean the surface with some kind of parts cleaner that doesnt leave a residue behind, sand the entire surface to ensure that the primer will stick. Use a primer and sealer, i usually do 2-3 coats and then cure for 20-30 minutes in between coats and follow the next day with 2 coats of base color and let cure for several hours and then coat with 1-2 coats of clear and it will be very glossy after the finished product comes out. if you want flat leave the clear coat off. if you are looking for easy cleanup from oil and dirt go with the clear.

sorry only read the first couple words, i already painted mine. i have a SOHC Neon and what I did was washed the intake in a parts washer let it dry under a fan and blocked up the holes. VERY IMPORTANT TO MASK ALL HOLES AND ANY PLACE WHERE A GASKET GOES! I used high heat primer and paint, did not clear coat and it looks fine, I will add some shots when I pull the motor to replace the mounts of the finished product.
