Heres the scenario,
95 neonwas sputtering and hesitating. got fuel filter but hadnt installed it yet. Temperature dropped to 5 below zero two nights ago. Went to start my car and it would crank but not fire. Changed filter and turned heater on in garage. tried to start and it almost fired . Put some gas directly into throttle body and car ran briefly but died as soon asthis gas ran out. Unhooked line from fuel rail while car was running on this residual gas and nothing was coming out. Cant hear any buzzing when key is turned forward like you normally would hear from fuel pump. Bad fuel pump or maybe fuel pump relay? could cold weather do this?

 

Check the relay and the fuse for the fuel pump.
