Default Steering issues 1997 dodge Dakota v6

The steering is hard. How can I tell if it is the pump or another issue. What should I do first?

Default Steering issues 1997 dakota

The fluid leaks out but idk where for sure it is leaking my husband said he thought the " foot" was leaking... How do I know? We haven't driven it in awhile and he's not sure if it steers or not when there is fluid in it. He doesn't believe it does.

You need to find/fix the leak. Fill the system and bleed it properly. Go from there. The "foot" is not a part of any steeering system that I am aware of.
