I haven't had liners in a long time. They put sand down instead of salt or brine here, usually. No rust or other issues. I wouldn't know about road noise since the truck/engine is louder, yea dirt is kind of a thing but most of it sticks to the metal fender rather than getting on the exhaust manifolds.
