2003 Dakota Electrical Issue

Hi all, first post.
I am fighting an electrical issue in my 2003 Dakota 4x4 4.7l extended cab. The previous owner put an after market stereo deck in as well as extra fog lamps.
My problem is that the factory fog lamps burn out with in a couple of weeks of very infrequent use. I also have headlights that burn out far too often. Currently I have to leave my running lamps on (not headlights) and then put the high beams on in order to just get my headlights to work at all. The bulbs are less than 6 months old.
My radio signal is useless due to bad reception. There is no obvious location where the accessory fog lamps were wired. My horn goes off randomly so I unplugged it although I'm pretty sure I need to replace the clock spring.
There seems to be some grounding issues however I have ZERO experience troubleshooting or correcting automotive electrical.
I have included an image of a harness under the steering column in the drivers foot well. There is a cut brown wire there.
Please send any help, tips, suggestions possible.
Thanks guys!
