So I'm not familiar with these black retaining clips and how to install them. The originals where long gone. Anyone?

 

Bolt head go through the clip (raised flanges on the clip pointing up; bolt head will sit between the two raised flanges), then bolt goes through the upper and lower exhaust flanges. Nut goes on last...with the black clip in place, the bolt-head only rotates so far before the clip hits the exhaust flange and stops further bolt-head rotation. See item #2 in attached manual image.
