That sounds like a great Idea 00DakDan it will save you a lot of time and frustration trying to get them out as those fittings look to be rusted in good you may even need to use some vise grips.

I'm having some second thoughts on cutting the tubing off if you snip them off ok but if using a coping saw you may get metal particles in the line by accident and into the system if you create any suction it could suck the metal inside the steering box

Just be careful
