No. The CTM does not control cranking. Power comes from the battery, through Fuse E in the PDC through the ignition switch to Fuse 12 in the junction block.
It then goes through the starter relay coil - do you hear a click in the PDC? - then to the clutch interlock jumper and in your case, with the 4.7, to the transmission trs solenoid assembly.
Try starting it in N. If you have a tilt wheel it could also be an intermittent (broken) wire in the column. It could be a bad ignition switch too.
