The release handle, yes?
Remove three T-15/T-20ish torx bolts holding the plastic lower trim around the OBDII port. Make sure the trim is loose. Pull the release handle down, the metal rod pulls out towards the drivers door.
With alot of force, pull the trim panel back towards the driver's seat. There are 3 VERY strong clips around the steering column that hold the panel.
