Default 99 Dakota 5.2l RPM issue, replaced sensors, reflashed, replaced transmission, help!

Hello! My father's working on a 99 dakota slt 5.2l, we've been having a issue where the second or third gear takes awhile to switch to the next, the only way to really get it to go to the next is to give it a good flooring. We've replaced sensors, the transmission, reflashed the PCM via j2534, and nothing seems to work! We have no idea where to go at this point.

Is the TV cable adjusted properly? Have the bands been adjusted? Where did the replacement trans come from?

There should be a TV cable. Goes from the right side of the throttle body, to the left side of the trans. If it isn't there, you are going to get some strange shifting issues.

Used or rebuilt trans?? Who installed it?

used trans only 100k miles and me and my father installed it. My father also read through OEM website and thought it said something about it being all electronic since it's automatic and no TV cable. We found the TV cable and it seems like it will either need adjusted or replaced! Thank you for the possible fix. Chasing our tail everywhere. Only good outcome so far is a new transmission with less gunk.
