Battery won't charge
 
I have a 2000 Neon, automatic.
I replaced the battery and took the alternator out and had it tested and it is good. What other places should I look if the battery is not charging?

Check the wires to and from each of those items?

I found one and it goes to the starter. I will trace the other.

Is there a voltage regulator?

Hmmm, not that I am aware of? Always a possibility though. Hard to say without the manuals in front of me...

I can get the car running and it stays running. When I turn on the wipers or anything the car stops running instantly.
Any other suggestions?

Voltage regulator
 
The voltage regulator is built into the PCM. Are you getting any warning lights or check engine codes? Check the battery voltage while running, if it’s charging it should read around 14 to 14.5 volts. Check all the battery and alternator wiring connections including the alternator ground.

You might have just got a bad battery. I would get it tested.

Update
 
We need to get the car running now so I decided to look into this car again.

I bought a new circuit tester and put in an older die hard battery. The car instantly started up. Runs great. With the circuit tester I tested every possible wire and the connectors behind the fuses. All are getting good juice. Last time I started the car was summer and it would stall out if I put on wipers or headlights. This time I was able to drive down the street with no problems with the heater, lights and wipers on.

WHat the hell? Any Ideas?

Where is the computer located on this car? I'm thinking of changing it.

Bad battery? Also, you can't just pop a new computer into the car if you have the chipped keys.
