i need someone to tell me if it would be bad to chop my springs 4 inches

I'll move this over to the 2nd gen Neon section so you can hopefully get some answers, 4 inches sounds like quite a lot though.

Well, first of all, I've learned never to heat and cut springs; they will lose their elasticity and could possibly become brittle and break. I'm not sure about the height though, sounds way too low.

Yes, very, especially since it seems you don't have any idea on how coil-cutting actually works. You don't just measure, say, 4 inches down the coil and cut.. Besides, if you lowered a Neon 4 inches for starters, you probably wouldn't even be able to actually drive it, let alone worry about your struts blowing out after the 1st bump in the road amongst other issues.

If you want to lower your car for cheap, you can use 1st generation springs. You wont get four inch drop like you want. It will however will be better than choping the springs you have on now.

1.5" drop or something like that IIRC. You can find a set pretty cheap too.
