Does it happen when you turn the key without starting the engine?
Have you disconnected the battery recently or cleared existent codes? If yes then what happens is that the ECM is not done going through the diagnostics cycle. Once it's done the blinking will go away. Hope this helps.
yes I disconnected the battery today to perform a reset because I am getting very bad vibrations in the low rpms. I just replaced the oil pressure switch and that's when the vibrations started. have any idea what could be causing the vibrations

If it's not flashing while the car is running, it's probably what caoe74 said. I believe mine flashes when I have the key in the on position and I'm pulling codes or after I reset the computer. If it starts flashing while you're driving, well, that's a whole 'nother thing.
Hi, My 05 neon also blinks 10 times, after clearing a PO302 miss fire code. I'm sure the 302 code will come back on, in a few days. So it's normal for all 2005 Neons, to do the 10 blinks?
