Default Timing belt hangs off cam shaft sprocket

After replacing my timing belt on my 2000 neon, i rotated the crank shaft twice by hand. I notice the timing belt had moved over the cam shaft sprocket by about 1/8 inch. After repeated tries, the same thing kept happening. I am unsure as to why the belt moves. All alignment marks are in place and the timing is within the window (timing). Need help
