Default Electrical problem

I have a 1998 Dodge pickup with a 5.9 Gas engine. The running lights for the rear and the gauge cluster assembly are not working due to a short. When you pull the headlight switch on it blows the fuse soon after. I have replaced the headlight switch and the plug socket for the switch but it still blows the fuse. It's a 15 amp circuit. I have used a tester with a 15 amp circuit breaker on it, but it trips the breaker in a matter of seconds. Maybe someone who has had this problem or experience fixing it could shed some light on it. Any help is appreciated, Thank you.

Do you have a trailer harness on your truck? Those are notorious for causing issues.

Is your truck Canadian? If you have Daytime running lights try unplugging the module under the hood. I had all sorts of crazy issues due to that damn thing.
