MMmmm, since the oil pump pulls the oil from the pan and not the filter, this will not be a problem. It's never been for me.

I don't know but when I change the oil with out filling the filter it takes a few seconds to build pressure and when I fill the filter it has pressure as soon as it is running. Thats all I'm trying to say.

90% of engine wear occurs at startup..... If you are REALLY OCD, install a pre-lube system, so as soon as you turn the key, a valve opens to pressurize the oil system. Once the engine is running, a small amount of pressure is bled off to re-pressurize the pre-lube tank.
