Default 1996 dodge problems

hi i have a 1996 dodge ram 1500 that i rebuilt from the ground up and im at the point now of starting it, and i hook up a jump box and i have nothing at the starter and its brand new just put in today and no power at the fuel pump, i noticed the lights on the dash dim when i turn it to start and i have checked relays etc and i have approx 7 volts at the fuel pump and i have power to the starter but the little wire has none any help is appreciated

Should have more voltage than that back at the pump...... might wanna put a good charge on your battery before going much further.

Little wire on the starter gets it's power from the starter relay in the PDC. (all the ignition switch does is provide ground path on the relay control circuit.) Try swapping the starter relay with the horn relay. (honk the horn, make sure it works...)

well it runs now but when it fires up its at an extremely high idle and im not sure if its because it hasnt been ran it a year or what but its scary as hell

Check the TPS (throttle postion sensor), and the IAC motor. Either one will give you a high idle.
