rear ceiling vent question

Default rear ceiling vent question

I have a 2019 Dodge Durango Pursuit, a former squad car, I have owned it for a year and the rear vents have never worked, and the controller for them was just a blank spacer type piece that was where the controller should be, so I recently ordered a used one and installed, it does work, but only air flow comes out of the vent that is near the floor on the passenger side in cargo area, air speed will adjust either from that controller or the touch screen in dash. Is something disconnected or does it need a reboot to run the ceiling vents? Thanks!
