Default Possible electrical problem?

Hey everyone I'm new to this forum and I need some help. I am by no means a car guy but I figured I might be able to solve this with your help. I need to identify what this cable is and if it could be the cause of my problems. Whenever I turn on my headlights my ABS and my Parking Brake lights on my dash come on. When I turn the headlights off, the ABS and Parking brake lights turn off as well. I opened my hood and noticed this when I looked around. Can anyone help?

Well IDK if that is your issue but I certainly would be going to Lowes or Walmart or someplace else and get some 3M heat shrink butt splices and cut those wires and splice and seal them. The reset your PCM and see what you got.
