Barely turns over

Barely turns over
07 Dodge 1500 360 auto. Sat all winter and even with a charged battery and a jump box barely turns over.. read t clean grounds, and probably do the positive side at starter.. did one by battery on fender and one on front drivers side of engine. Where are the others at, and is there any other tip/suggestions?

Check voltage at battery during start. With a good battery and starter, you will see the voltage drop no lower than 9V during start. If it goes lower than 9v, either the starter has bad internal contacts and is asking for too much power, or, the battery is bad. Third possibility is that both are bad.
A battery can check good on static read but not provide enough amps during start due to a bad cell or sulfation. Check battery voltage before and after start.
Many times I've seen a starter start to go bad, and eventually drain the battery due to increased load on start. In this case both starter and battery need to be replaced.
You could try jumping the truck. If you get it started you can read battery voltage while running. Problem could be a weak alternator.
A few possibilities here, but not too hard to troubleshoot and fix.
