Exclamation wiring issue? P0057 HO2S Heater Control Circuit Low B2S2

Check Engine Light code P0057 HO2S Heater Control Circuit Low (Bank 2 Sensor 2)

So I pulled the wiring plugs open for the problem Sensor and its mate (which is working good). Both have 5 OHMS across the heater wires, which tells me that the heater element is working.

One thing I noticed is the problem sensor has burn marks on the connector.
You can see pictures of a good connector B1S2 and the problem connectors B2S2 here

When I test the voltage between the two heater pins when the ignition is ON but engine is not running i get
0.7 Volts on the GOOD Sensor
0.0 Volts on the Problem Sensor

So I am thinking maybe an issue with the wiring between the PCM and the B2S2 wiring plug? But I do not know how to troubleshoot this further. Looking for advice on the next steps I should take.
