So I did the compression test or started it and 0psi on cylinder #1 and only 30psi on #3

I pulled the valve covers off and I didn’t find any broken springs so could the timing chain be bad

Turn the engine over by hand, see what the valves do.

The valves are moving but I dont know what to look for timing or distance they move?

Got an air compressor? Do a leakdown test. Can rent the gauges from the local parts store. That will tell you where the air is going...

I suppose the biggest thing on the valves would be consistency. They should all open the same amount, and be in the same position when closed. If you have a couple hanging open, that would explain things a bit.

You could also continue with compression test on remaining cylinders. If all are low that may indicate a jumped timing chain
