Dome lights always putting out voltage - 2003 Dodge Dakota

Hello Everyone,

Hopefully this is the correct place to post this question. My brother just recently bought a 2003 Dakota and one of the things we like to do with our vehicles is to replace the interior lights with LEDs. Well after the replacing the dome lights both front and back we noticed that the LEDs are still dimly lit after the lights dim until they are supposed to turn off. I used my multimeter to check the voltage and I got a reading of around 7 volts from the sockets. The original bulbs couldn't produce light at such a low voltage but these more efficient LEDs can I guess. Never had this happen in any other vehicle before.

So my question is is this normal to have voltage from the dome lights when they're supposed to be off? If that is normal, are the LEDs going to cause drain on the battery since they can utilize the 7 volts?

Here are some pictures to see what I mean but the camera makes them look brighter than they are.
