Your source is an idiot. Dodge is putting a brand new Cummins in the trucks for 2007. Furd can have all the Cummins engines they want, bought at retail, just like anyone else.

Current Cummins: 5.9L I6. 325HP 610lb*ft
Future Cummins: 6.7L I6 305HP 610lb*ft
Current Duramax: 6.6L V8 360HP 650lb*ft (Allison auto) 300HP 520lb*ft (standard)
Current Powerstroke: 6.0L V8 325HP 570lb*ft
It sad to admit, but in 2007, Dodge will not be top in HP or Torque (reliability, yes) for the diesels.
Hopefully Cummins works some quick magic on that 6.7L.

I wonder if the new engine has anything to do with the new 2007 rules for diesels... hmm...

I believe you're right, the new engine is more about meeting emissions than anything. I also wondered if it uses more than one fuel pre-charge. Volvo (I think?) did research that showed that multiple pre-charges make them (diesels in general) quieter.
Also, when the Cummins was rated at 505 lb/ft of torque, "Motor Trend's Truck Trend" dynoed it at 700lb/ft. It may not dyno like that this time but, as long as your state doesn't do sniffer test to get tags, I bet there is a ton of potential to be tapped into just like the 5.9L.

Thank God HemiMan4451 was here because I was wondering WHY IN THE BLEEP would dodge put a BIGGER CTD engine in their truck that used more fuel and produced EQUAL torque and LESS horsepower than the current? There was no way they would be that stupid. I wouldn't buy one out of sheer anger at their stupidity. If they got a better engine, it BETTER have more torque and horsepower.
