Default Flooding Issue on 2001 Grand Caravan

I have a 2001 Dodge Grand Caravan Sport. When the ignition is turned on you hear a high pitch wine from the injectors and the engine floods.
So far I have changed the PCM twice (used), I also changed the Map Sensor, Temp Coolant Sensor. I have checked the wiring harness and the fuel pressure. I am getting Code 122 (low voltage at TPS). I have gotten high voltage and low voltage codes at Map Sensor and TPS.

Find the wire harness on the rear cylinder head and the power steering. The harness maybe soaked fro oil and causing the wires to short inside the harness. Once you found the harness,open the harness and inspect the wires.
