Recall? Manufacturers will often initiate recalls on their own as long as their bottom line isn't trashed. The other recall avenue is the NHTSA http://www.nhtsa.gov/ When they receive enough similar complaints on a particular vehicle they start an investigation. If warranted, they request the manufacturer initiate a recall. If they refuse they head to court or just let the bad publicity do it's work. Chrysler is in that situation now with their refusal to recall older Jeeps and their killer gas tanks. The key is, file a complaint with the NHTSA. That's how it starts.
