I'm not sure what this is or what it connects to, but It's broken

Looks like a ground strap to me.

Yep, looks like a grounding strap. I would try to clean it up and reattach it, if possible.

That's what keeps your wooden lifters in place. Now yer gonna have to have them sanded down & refinished.
