[2nd Gen : 91-95]: 3.8 ecm running a 3.3?

3.8 ecm running a 3.3?
So my 3.8L blew (random oil dump while driving) and I swapped in a low mileage 3.3L in it's place.
But I've been finding the 3.3L seems extremely sluggish compared to the 3.8L. This got me thinking about some reasons. Could this be a tuning issue due to the ecm?
I know the 3.3/3.8 run different ecms judging by part number, so would running a 3.8 ecm on a 3.3 make it sluggish?

The 3.8 is geared higher so that could cause a sluggish feel.
