1999 Intrepid - Horn and Cruise Control Don't Work
 

I have a 1999 Dodge Intrepid. As the title states both the horn and cruise control do not work. All fuses are good. I checked and even replaced some of them. Since both are situated inside the steering wheel, would that be a great place to start my diagnosis? Has anybody else run into this same problem?
