Blackjack hdrs 3" pipes and Thrush muffs-would shake the neighbourhood.

Either this post is in the wrong thread or your just generally
asking a plausible question out of frustration.

TSB = Technical Service Bulletin
This is initiated by manufacturer to it's service points when a technical
occurrence happens repeatedly and although not a life threatening
problem they decide to alert them of the solution and under what circumstances
the bulletin should be applied.

RECALL = Urgent bulletin or order repaired when either the manufacturer
or oversight group (government) mandates it be done , generally arises
when safety issues are involved.
