Default 2012 Journey cooling fan not working

Hi, I'm Troubleshooting a friends 2012 Journey SE 4 cyl 100k miles with cooling fan not coming on, likely overheating, boiling over into overflow can but not out of it. Not sure if 50/50 coolant.

had P0117 code, replaced engine temp sensor, Cooling fan and radiator cap, code cleared. No more boilover into overflow tank but fan still not coming on at 260 degrees idling in traffic, reads 220 when moving so radiator/thermostat (204° factory) appears functional. Fuse checked ok. Uncertain if relay present in circuit.

Can someone tell me "normal" operating temp for this car?

Is there a relay in the fan circuit somewhere? Don't have access to factory service manual yet.

I'm not not finding replacement relays listed, do see aftermarket cooling fan controls (appears to be relay/temp sensor to bypass factory wiring) listed for the vehicle on numerous auto parts sites, is this an aftermarket solution to a factory problem?

Any help appreciated.
