It regulates the speed by backing off of the throttle not cutting the fuel. The Magnum has a drive by wire control system for the throttle.

Okay, I keep forgetting that we have that whole drive by wire system (I'll get used to it someday).... but even so, wouldn't the speed limiter be controlled by the engine controller?
