Where to wire fog lights

I have a 2004 Dodge Neon SXT, and it looks like the previous owner cut out the wiring harness for the fog lights. I made a new harness, i just need to know where to wire it.

did you ever figure this out? my 05 SXT is missing the wires too...or I just haven't found them yet.
