Default To buy or not to buy a 2003 Neon low miles with issue

This has an automatic trans.

I have seen photos of this cars exterior and interior and it looks nice. Photo of car attached. I ran an AUTOCHECK on it and it completely checks out with 3 owners and no accidents.

It has 81000 original miles and checks with AUTOCHECK.

The lady who owns it says the engine light sometimes came on and she would repair whatever it said. I'll run an OBDII scan on it when I get there tomorrow. The owner also mentioned the gauges sometimes do not work and she has to turn the ignition off and on to get them to work.

She is asking $1200 for this car. She is selling because she takes care of here 83yr old mom and drives her newer car and doesn't need this one. Are there any other quirks or issues with Neons?

I am looking to buy this car for my 17yr old daughter as her first vehicle.

Offer $800 for the known issues. Put $500-600 into it. Good deal. Alternatevily, take it to a trusted mechanic for an opinion. Does it need tires? Anything else you would have to spend money in to get it inspected?
