2005 neon 2.0 timing belt keeps walking off.

2005 neon 2.0 timing belt keeps walking off.
So i put new timing belt on,water pump n tensioner. 1st time i started it notices timing belt walked off 1/8 in. I didnt have the harmonic balancer on. so i reset the belt, Installed The Balancer and started it again and belt walked off 1/8 inch. Again. What would cause this?
