Default Oil on The Threads Of one (1) Plug

I have a 2004 Dodge Neon SE. It has a little over 144,000 miles on it. I've had it since July 2004, it was a repo and only had 1100 miles on it. My questions are: does oil on a spark plug sometime mean valve gasket or piston ring problem? (not a lot, but doing a tune up today, I noticed some oil on one plug threads) The other question is what would be reasonable for the repair of one item or both items if needed. Keep in mind your estimate for San Antonio, TX. Not a high cost area.
I take very good care of this car. Routine maintenance is done on time, every time, tune ups, oil changes, etc.

it's your plug tube seal thats worn out, its easy to fix though parts are cheap
