Default 2000 Neon horn problem

My mom has a 2000 Neon Sport and the horn won't work. It's not the horn itself because it toots when the door lock button is pushed on the remote. I opened the steering wheel and discovered that the plastic pad thing for the horn is no good. It appears that my brother had spilled something on the steering wheel and ruined the part. So far I have discovered this doesn't seem to be an aftermarket part. Would anyone happen to know what this would cost at a dealer? Is there any way to even repair this?

Hard to tell from the picture but if it just has crud on it, you may be able to clean it off with steel wool or aluminum foil.
