someone needs to check it with a scanner and see if the fuel system is building enough pressure to allow start... injectors leaking by or a scored pump could cause this... even jumper tubes to the injectors leaking just a small bit of fuel could do this .... tougher to build the fuel pressure under slower crank than when you are pulling and creating more rpms to build that head pressure to the injectors.. could start by retorquing the injector jumper tubes..37 foot lbs but the lines need to be removed to do this have seen a few corrected by this otherwise your probably lookn at inj or something like that,,,,,,warranty yet?

Even though the Cr engines are electronic injectors it still needs to get the rail pressure up to POP the injector properly and get a good spray pattern.
Check you lift pump for good fuel pressure (greater thar 9.5 PSI)
Check your fuel filter.
The last time I seen this was on a 2004 Dodge cummins and the guy ended up taking it to the dealer to test it. Needless to say the Dealer said all injectors were leaking and not allowing it to start properly.
