Yes eight bolts holding the axle in. I believe there is also a great big nut behind the axle holding the "drum assy" on as well.

Actually, there are likely two, with a spacer between. But, you shouldn't have to pull the hub to get the drum off. I am assuming you aren't driving this yet? Just take a BFH and thump on the outside diameter of the drum, as hard as you can. Hit it at an angle, as you are trying to get it to pop loose from the hub as well. If you can turn it, smack it a couple time, turn it some, smack it some more, until it pops. If you cant turn it, you will have to adjust your aim..... Even the most stubborn drums will eventually yield... Can be good exercise though..... My guess is, they have been on there for 40 years or more, and are going to be REALLY reluctant to come off.

Drum is staked on to the hub from the back. have to pull the hub, knock out the lug studs, to do anything with the drum. You are going to need the special tools to pull the hub nuts. Drum should be available as a separate part.

I'll do some more digging. Hopefully I do not damage any thing. I will also do a search for just the drum and see what I can find.

have you gotten the hub/drum off the axle yet? I think that would be a first step...... (which promises to be oh-so-much fun.......) Have a look at what ya got, and then you can determine if it needs replacement...... (and, if you get the wrong part, you can figure it out right away, instead of days/weeks/months later, when returning it will become difficult.)

Ok, if I take the wheel cyl bolts loose from the backing plate
would it help to take pressure off of the brake shoes?

1977 and 1978 dodge b300 vans all had a problem from the factory with the brakes getting hot and seizing up. It's because of the silicone sleeve put in the brakes instead of a brass one.. Check it out.. They might be all seized up because of this.. I had to have all of mine changed at goodyear..
