Some questions on a 2001 Stratus

The temperature out of the ducts should be around 35-38 degrees when the a/c is set to max, the fan speed is set to low, the engine running for about 3 minutes.
I'm using my daughters Stratus while she's away at college (I got it for her). I'm a bit surprised that it only gets around 20-24 MPG between local and highway driving. I was averaging around 30 MPG when I drove her back from college and just drove her back to college (around 11 hour drives). I'm going to work on not revving much past 2,500 RPM and see if / how much that improves my average fuel economy.
Her car is a '96 and has the 2.4l and Auto trans. It's 'spunky' when you get deep into the pedal. I'm guessing that is why I'm getting closer to 20MPG than 30MPG. Time to adjust my driving habits.

the maximum temperature for a/c if 70 F outside a/c, should be below 42 at vent ,if 80 outside, a/c below 45
if 90 outside, a/c below 50,if 100 outside, a/c below 54,if 110, a/c below 59 are considered normal readings at center vent after idling at 1000 rpms for 5 minutes with a/c on

Ok, thank you for your replies.
Confirmed it's running consistently about 10 degrees cooler than outdoor temp. I assume it wants a charge. If that's it, should I do that now, or wait until the spring, or doesn't it matter? And am I better off having it evacuated and filled or just getting a can and topping it off in the driveway?
As a sidethought, this car has some 28k on the odometer. Is there anything that should be changed as preventative maintenance related to the low mileage? Only thing I see that's questionable are the metal heater pipes where they connect to the rubber stubs from the firewall. I will be replacing the 12 year old tires even though the remaining tread is fine.
