p0700 is a code dodge uses for transmission problems could be numerous things most scanners cant read transmission codes ,need to take someplace with a DRBIII scanner or similar, the reason it wont shift is called limp mode basically transmission will not shift out of 2nd until fixed trying to prevent anymore damage and allow you to get off road

As BillS says, the P0700 is a generic DTC for the transmission generated by the TCM. The higher-end OBD-II readers usually can pull the TCM code. Without the specific code, troubleshooting is near impossible. Failure of the solenoid pack is one of the more common problems, but you'll need the code to confirm this.
