2004 Stratus 2.7L Heat Issues

I have a 2004 Stratus R/T 2.7L V6 that has stumped me. Currently trying to make sure I don't overheat or get stranded. Water pump blew. Thankfully I knew what happened and parked it immediately and started the horrific series of repairs. REPAIRS DONE: I removed valve covers and cleaned well. Replaced gaskets. Replaced spark plugs, cleaned ignition coils. Had a mechanic come out and replace water pump, timing chain. I replaced serpentine belt. Replaced PCV. Replaced coil gaskets. Replaced manifold gaskets. Cleaned throttle and upper manifold. Replaced coolant air bleed housing, including ECT sensor. Spliced new ECT pigtail into harness. Flushed radiator, filled with 6040 green coolant. I did this through upper rad hose to prevent air lock. Bled system at operating temperature with heater on high. New 16psi pressure cap Drained oil, replaced filter and filled with synthetic oil. Drained and filled power steering fluid. Rewrapped wires with cool-tape and protected with split cord protector. Tied wires up and away from heat shield. All that, and I'm still running warm. Gauge sits at 200F, and I'm nervous it will overheat again. Head and head gasket, manifolds were cleared by mechanic. Steady stream from bleed valve. But it's still running about 10-15 degrees hot and I dont trust driving more than 10 miles. Upper and lower rad hoses are hot. Hi and low fans kick on at 190, but temp wont come back down from 200 no matter how long fans run. Is 200F normal? It was running to 190F or slightly above then dropping to 180F with fans on the highway, but in town it stays at 200F even with fans on. I honestly dont know what else to fix I've insulated and protected the exposed wires, tied harness up so there is no grounding. TWO layers of heat protection on them Any ideas why it is still running warm?
