Default Ignition Key won't.....

come out. I have a 2001 Plymouth Neon and suddenly the key cannot be removed. I have tried jiggling the wheel, starting it and trying again. Nothing seems to work. I did notice that the interlock that allows the automatic shifter to be moved when the brake is applied is not locking the shifter in park. I can shift through all the gears without touching the brake. This tells me that some relay or interlock is not being activated to the the ignition to tell it that it is safe to remove the key. Am I on the right track? Could there be a fuse or something that needs to be replaced, and if so, where do I look?

Another problem is the key will no longer unlock the drivers side door. How big a deal is that to fix and does it require dealer attention or could a knowledgable wrench take care of it?
