Default Replacing speedometer cable.

What's the best way to access the speedometer cable on a 1986 Plymouth Reliant? The Haynes manual says to reach up under the dash and disconnect it but it doesn't seem possible without dropping the steering column or removing the dash. Any help would be appreciated.

Probably the best way unless you can reach around the steering column.
