Have you checked the fuses in the PDC next to the battery in the back?

Is just the cluster out or is it the whole dash (heater controlls, power switch buttons etc) out also?

From what I've found out, there are two ways the instrument panel lights work. They either use the steering controll module or the cluster to supply power for the lights. At the cluster in connector 3(white) on pin 11 (or/gy wire) there should be power when the lights are turned on. I am assuming since you already tried another cluster and the lights worked the same way they do now, that the steering module has the driver for the lights. That same color wire should go to all the components that light when the head lamp switch is turned on. You should check for voltage there, and could try jumping that circuit if there isn't any.

Default electroluminescent backlight repair

There's a video on youtube:
Repairing an Instrument Cluster Backlight with the ELD-M on a 2005 Dodge Magnum
This also works on the Charger, Sebring, 300C, and Challenger.
