It's a valve spring compressor for small engines.

it is for flathead engines. the big ones like a 1949 chrysler, and small ones. there is all so a small tool to hold the valve keepers. it holds the two keepers and you slid it around the valve stem then release the valve spring holder locking the keepers into the valve stem.
