2002 mustang cobra or 2005 srt-4
if not what mods would i need to be able to do that

a stock 02 cobra should be good for around 13.40-13.60 in the quarter...ive seen a stage 1 srt4 with the exhaust chopped with 15s on the front run 12.70s...make sure you have the "good driver" mod...

From what I understand, smaller wheels = less rotational mass. Usually smaller wheels weigh less, so they are easier to get moving. Thats what I've heard anyways.

Smaller wheels use taller tires, taller tires have more sidewall, more sidewall allows for more flexability and they bite better, kinda like slicks and how their sidewalls wrinkle and collapse to to get maximum bite and traction on the launch. They do this, but to a lesser degree and most that run 15's are actually running slicks and not regular tires anyway. Besides, I have yet to see anyone make slicks for a 17" wheel.
