It could get better, but, don't expect miracles. If you can do 14 around town, and 17 or so on the freeway, yer doin' good.

12-13 is exactly normal. Anything higher is a fluke on a long flat grade below 65 for an entire tank. Move along, nothing to see here.

I would start with replacing the 02 Sensors. I had several vehicles that started to drink gas when the 02 sensors go bad.

That's about what I get. I have 87K on the truck. All fluids are synthetic.
