Default IAT temperature reported as ERR by scanner

My scanner reports the Intake Air Temp to be "ERR", if I remove the sensor I get a P1193 which tells me the sensor is there and when removed the PCM detects it is missing.

My questions:
1-what is the 70* typical resistance I should measure?
2-is it possible the PCM can detect the IAT sensor is present, but not read the temp correctly?
3-should I be able to swap a static value of resistance and make the PCM think it sees a 70* ambient temp?

BTW, the symptoms I am chasing are:
after engines comes to normal operating temp according to dash gauge, and after idling for a few minutes, when accelerating it stumbles/bogs significantly, but eventually begins to accelerate OK. Dropping transmission into low gear seems to improve the situation somewhat. Is it possible the transmission is failing to automatically drop to low gear after warm-up and cause it to seem to bog due to having to accelerate in high gear against torque converter?

so the pcm senses the open circuit when the sensor is unplugged... next step, jumper the sensor harness connector pins together...key on...if you get the circuit low code... you know the wiring is ok and the pcm is probably ok. replace the sensor.

Shorted sensor pins, got sens or low error code. New sensor same issue, which is why I suspect ECM. Thanks

-what voltage do you get at the connector?
-so if you connect everything, clear out the codes...do any codes set? if yes, post them
-post the model year and engine
