Default Very Confused need help

Ok I have a 2001 Dodge Ram 1500 4x4 (2nd Gen). It has the stock 16 steel wheel on it. My understanding and measuring says they are 5on5.5. I bought a set of 17x10 Weld Wheels they are 5on5.5. I have measured every which way but for some reason they will not go on the truck. I can get the center of each stud lined up with the holes but they will not go over the threads of the lugs. I mean they are off by like 3mm.

I really like these wheels but they will not on, my question is will it screw anything up I enlarge the bolt holes by a small amount to get them on. I got a decent deal on them and really don't want to have to try and sell them to buy more I just paid to have tires mounted on them.

If anyone can shed light on this or give me an idea it would be appreciated. Also I have tried more than one of the Weld wheels and on more than one wheel of the truck I am at a loss.
